Panda Express does not currently offer franchises.
By Panda’s own description, it directly operates nearly all of its restaurants. The exceptions are select sites in airports, universities, military bases, hospitals, casinos, amusement parks, and stadiums. These are not individual franchises: Panda licenses them to operators already managing the venue’s other food service, rather than selling a standalone opportunity to outside investors.

How Panda Express Actually Operates in the US
Panda Restaurant Group, Inc.
Nationwide · company-operated, with venue-based licensing exceptions
Panda says it directly operates nearly all of its restaurants. The only exceptions are select locations inside airports, universities, military bases, hospitals, casinos, amusement parks, and stadiums, licensed to existing venue operators instead of sold as individual franchises.
Why There's No Panda Express Franchise Fee to Quote
Panda Express says it plainly: "we do not currently offer franchises". That reflects the company’s current policy, not an aggregator’s estimate.
The company runs nearly all of its restaurants itself. Its stated exceptions are venue-based sites in airports, universities, military bases, hospitals, casinos, amusement parks, and stadiums, not individually franchised units.
These venue exceptions are licensed to operators already handling that venue’s food service. They are not a standalone business opportunity available for an outside individual to apply for.
No franchise fee, investment range, or FDD for an individual Panda Express location has ever been made public, because there is currently no general-public franchise program.
Fast-casual franchises that DO accept individual applications
Panda Express does not fit cleanly into FRANticc’s current US categories because there is no dedicated Asian fast-casual category yet. These are the nearest fast-casual, protein-forward concepts by format and price point. All are actively recruiting franchisees, and their investment figures come from current FDDs.
